The T-Level Foundation Year becomes the Foundation Year
A rename that signals a wider role, ahead of Level 2 reform replacing it entirely.
From 2027 the T-Level Foundation Year will be renamed the Foundation Year, reflecting its role in supporting progression to a broader range of Level 3 options rather than only T-Levels. It remains unchanged for 2026.
What it changed from: the Foundation Year was explicitly framed as a pre-T-Level programme, for students who were not yet ready to start a T-Level. In practice many students used it to progress to other Level 3 routes, so the name understated what it did.
The larger context is Level 2 reform. Two new pathways are being introduced: a Further Study Pathway with Foundation Certificates, leading to Level 3 study including T-Levels, and an Occupational Pathway with Occupational Certificates, leading to employment. As the Further Study pathway is introduced subject by subject, it will gradually replace the Foundation Year.
Alongside this sits the largest expansion of T-Level subjects since the programme began, including new T-Levels in Care Services and in Sports, Fitness and Exercise Science. Existing T-Levels are also being adjusted: awarding organisations are working on further reductions to assessment burden and streamlined content, and Ofqual is to consult on allowing learners to retake core exams individually.
What follows: curriculum planning for 2027 entry needs to account for a programme that is being renamed and then progressively withdrawn. Providers running Foundation Year provision should track which subjects get a Further Study pathway first, as that determines the order in which their own offer needs to change.
