The T Level roadmap has moved again

If you plan industry placements three years out, the subject list you are planning against is out of date.

The September implementation plan rewrote the T Level subject timetable, and the changes are mostly delays.

The final finance T Level cohort started this September, so that subject is now closing rather than expanding. Two new T Levels are confirmed for 2028: social care, and sport, physical activity and health. Final subject content for both is due in autumn 2026, and Ofqual begins awarding organisation recognition for the 2028 subjects in October 2026.

Four subject areas have moved back. Catering and hospitality goes to 2029. Hair and beauty goes to 2030. Creative and design, previously 2029, is now 2030. Against the earlier published dates that is a two to three year slip in provision for sectors that employ large numbers of young people and that have persistent recruitment problems.

Existing T Levels are also being revised rather than left alone. Digital T Levels gain artificial intelligence content, with revised specifications before 2027/28. Revised specifications for accounting, management and administration, and engineering and manufacturing are due in early 2027 for teaching from September 2027. Ofqual's proposal to allow separate resits of individual core exam papers is being implemented, with a timing update due in autumn 2026, which is a meaningful change for retention: a student who fails one core paper no longer has to retake the whole core.

The employer support fund for industry placements continues through 2026/27, so there is no change to the placement funding position this year.

What follows: placement capacity planning is the practical consequence. An employer committing to a placement pipeline for 2028 onwards should be planning for social care and sport arriving, and should not be building capacity for catering, hair and beauty or creative placements on the old dates. For providers, the finance closure means a subject coming off the offer with no direct replacement, since accounting and finance moves into the V Level route instead.

What it changed from: a published roadmap that most curriculum plans were written against. What it changed to: a roadmap that has now moved twice. The reasonable planning assumption is that dates three or more years out are indicative, and that anything within eighteen months is firm.
