V Levels are now dated: three subjects from September 2027

The qualification is settled. The transition around it is the part that will hurt.

The post-16 pathways implementation plan was updated on 17 September and V Levels now have firm dates. Ofqual published the regulations and the funding approval information in September. First teaching is September 2027, in three subjects: education, accounting and finance, and digital systems and data. Further subjects follow in September 2028, 2029 and 2030, with the full rollout taking four years and running route by route.

What they are: a level 3 vocational qualification sitting alongside A Levels and T Levels, regulated by Ofqual in much the same way as an A Level, with awarding organisation branding banned from the title. They run at roughly 360 guided learning hours, the same scale as an A Level, which is the design decision that matters most. It means a student can combine a V Level with A Levels rather than choosing between them. Rules of combination are not being implemented, so a V Level can sit alongside existing funded qualifications without a prescribed package.

UCAS tariff points for grades A* to E match A Level points from September 2026, which removes the progression argument before the first cohort starts.

What it changed from: a level 3 applied general market with six different grading scales and wide variation in assessment, content and grading between awarding organisations. What it changed to: one regulated qualification per subject with consistent rules. That is the stated case for the reform and it is a reasonable one.

The dates underneath are where the problem sits. Three subjects in September 2027 means the overwhelming majority of students entering level 3 in 2027 are still on legacy qualifications, while the first wave of funding removal has already begun. The real transition is 2028 to 2030, and in most subject areas there is a period with the old qualification gone and the replacement not yet available.

What follows, if you recruit school leavers: the applicant pool from 2028 holds a messier mix of qualifications than usual, for several years. Entry criteria written around specific BTEC grades will need rewriting, and probably more than once. The sequencing to track is which subjects get a V Level in which year, because that is what determines when your own entry requirements have to change. Content consultation for the 2028 subjects runs from November 2026 to January 2027, so the subject list for the second wave is decided this winter.
